[at MarketWatch] – Gold futures weakened as the dollar gained against the euro amid rekindled worries about Europe s banking sector. Gold futures for December delivery were down $1.6 at $1,249.50 an ounce in electronic trade on the New York Mercantile Exchange.

Qatar to start liver transplants soon

Mexico arrests drug kingpin Edgar Valdez ‘La Barbie’
Mexican authorities said on Monday they have arrested one of the most high-profile drug kingpins in the country, Edgar Valdez, who is linked to the Beltran Leyva cartel.
Valdez is believed to be a key lieutentant of Arturo Beltan Leyva, who headed the cartel that bears his name and was Mexico’s third most-wanted man until his December 2009 death in a military operation.

Oman gets bids for Duqm hotel
The Oman Tourism Development Co (Omran) has said it has received bids from 15 local and international groups for building Crowne Plaza Duqm Resort, Meed has reported. The Crowne Plaza’s parent company, Intercontinental Hotels Group (IHG), signed an agreement to manage the new hotel in December 2008. The resort will be the group’s sixth hotel project in Oman. The four-star resort, which will be built on the Sultanate’s Arabian Sea coastline, will have 228 rooms, including 11 executive suites and six smaller suites.

Lukoil seeks bids for seismic surveys in Iraq
Russian energy company Lukoil, which along with its consortium partner, Norway’s Statoil, won a contract to develop Iraq’s West Qurna, have issued a tender for seismic surveys at the field, Reuters has reported. The two firms sealed the 20-year deal to develop the 12.9-billion-barrel oilfield in the south, in an auction in December, pledging to boost output to a plateau target of 1.8 million barrels per day (bpd). The deadline for the contract to carrying out 3D field seismic surveys at the oilfield has been set at September 26, Lukoil said in a statement.

A navy statement gave no information on the identity of the victims.Local newspapers, however, quoted a wounded man who claims to be the lone survivor of the slaughter at the ranch in the state of Tamaulipas, 93 miles from the US border.According to the Reforma newspaper the survivor, an Ecuadorian, said he was among a group of mostly Central American economic migrants abducted by armed men as they crossed Mexico heading to the US in search of work.He said they were taken to the ranch by the gunmen, who shot them after they refused to pay ransoms. The witness reportedly said he was left for dead and later escaped, finding his way to a navy checkpoint nearby.A different version of the survivor’s story, published by the Tamaulipas-based website En Linea Directa, said the captors opened fire after the migrants refused jobs as hitmen for a monthly salary of $2,000.Both publications carried pictures of the migrant in a hospital bed, reportedly receiving treatment for bullet wounds.According to the official statement, the navy mounted an operation to secure the ranch after a man approached a checkpoint seeking medical help for a gunshot wound. A marine and three gunmen died in the ensuing battle. A fourth gunman was arrested but an unspecified number escaped in vehicles. Lanka diplomacy in Tamil Nadu
India is doing some essential diplomacy on Sri Lanka in Tamil Nadu. India will start building 1000 houses for the internally displaced people (IDPs) in Sri Lanka, the first of a lot of 50,000 houses to be built on the island. This is apart from the $800 million that India is giving to Sri Lanka for the upgradation of the railway infrastructure in the north of the island.
Foreign secretary, Nirupama Rao spent Wednesday in Chennai briefing M Karunanidhi, on India’s recent activities in Sri Lanka. MEA sources said Rao focused chiefly on the recent visit of the Sri Lanka president, Mahinda Rajapakse, and the decisions taken at the time.
To highlight India’s continuing interest in the Tamils in Sri Lanka, the government had also played host to the LTTE-friendly Tamil national Alliance (TNA) whose members met Indian leaders in July.
Rao said India was monitoring closely the projects started in Sri Lanka in the aftermath of the civil war. The focus had been on the rehabilitation of the IDPs. Rajpapakse had promised that all the displaced persons would be resettled by December this year.
After the war, there were 290,000 IDPs in Sri Lanka which has now been brought down to 35000. Among India’s development aid initiatives is the gift of agriculture starter packs for the IDPs who can go back to farming in their fields. After sending across agricultural implements, India is now getting ready to send over yala seeds for cultivation in the next sowing season.
Project on a cross-strait transportation service has been started, and Rao said there would soon be train-ferry services between Talaimanar and Rameswaram and Tuticorin and Colombo.
Rao also told Karunanidhi that India was on course to set up two new consulates in Jaffna and Hambantota, where a Chinese-funded port will start work.

US continues Agility food service contract
Kuwait’s Agility will continue procuring and delivering food supplies to US troops in Iraq and Kuwait until December 4, 2010, following a “compelling reasons determination” made by the US Defence Logistics Agency (DLA). Agility had been scheduled to transition the work to another company, Anham, which won the follow-on to Agility’s Prime Vendor II contract on April 14. John Whittle (1882–1946) was an Australian recipient of the Victoria Cross, the highest decoration for gallantry “in the face of the enemy” that can be awarded to members of the British and Commonwealth armed forces. Whittle was serving as a sergeant in the First World War when he was decorated with the Victoria Cross following two separate actions against German forces during their retreat to the Hindenburg Line in 1917. In the latter action, he attacked an entire machine gun crew, killing the group and seizing the gun. Born in Tasmania, Whittle completed twelve months active service during the Second Boer War, before returning to Australia and enlisting in the Royal Navy where he served for five years as a stoker. Re-enlisting in the army, he was posted to the Army Service Corps, artillery, and Tasmanian Rifle Regiment prior to the outbreak of the First World War. Transferring to the Australian Imperial Force in 1915, Whittle joined the 12th Battalion in Egypt and embarked for the Western Front the following year. During an attack on the village of La Barque, Whittle rushed a German trench and forced the men from the position; he was awarded the Distinguished Conduct Medal as a result. Wounded three times during the war, Whittle was the subject of two courts-martial due to his unruly behaviour. In October 1918, he returned to Australia at the invitation of the Prime Minister of Australia to assist in recruitment. Discharged from the military in December 1918, he later moved to Sydney. In 1932, Whittle was presented with a Certificate of Merit after saving a drowning boy. He died in 1946 at the age of 63. (more…)

Dubai Islamic Bank reports 50% increase in Q2 profits
Dubai Islamic Bank has posted a 50% increase in second-quarter profit to Dhs301m ($81.2m) from Dhs201m in the previous quarter of this year. Total income for the period also grew to Dhs1.108bn compared to Dhs1.079bn in the first quarter of 2010. The bank’s total assets as of June 30, 2010, stood at Dhs83.8bn compared to Dhs84.3bn at December 31, 2009. Customer deposits were worth Dhs64.8bn compared to Dhs64.2bn as of December 31, 2009.

Tenders issued for Medina airport
Saudi Arabia’s General Authority of Civil Aviation (Gaca) has invited prequalified firms to submit bids to develop the $1.5bn first phase of Medina airport by December 15, Meed has reported. The authority plans to upgrade and expand the airport to increase its passenger handling capacity to 14 million people a year from the current 3.5 million passengers a year. Further expansion plans involve the construction of a new passenger terminal, the renovation of the existing runway and the possible construction of a second runway. This work will be split across two phases. The project could cost a total of SR9bn ($2.4bn) to develop.

King Fahd Causeway deal to be awarded next year
Saudi Arabia: The expansion and development of the King Fahd Causeway is estimated to cost nearly SR1.07bn ($284.8m), Al Hayat has reported. The King Fahd Causeway Authority is expected to award the project in July 2012, which is scheduled for completion in December 2015, the daily said, citing people familiar with the matter.
